Windward City is a Bahamian owned and operated resource and logistics company. We are part of a vertically integrated group of companies with interests in the commercial, retailing, shipping, telecoms, tourism, the environment, logistics, marketing and export.
Windward City Operations is proposing to transform the former Crown Lands site into a bulk commodity transshipment terminal with an initial focus on trade with Cuba and Haiti. The proposed $200 million investment will see the return of commercial shipping to this geographically strategic area of the Caribbean for the first time in 300 years.
These new ports will be known as ‘Port Windward’ and ‘Windward City’, respectively

Our Development Application involves
the development of new infrastructure
and facilities designed to receive, store, transship and handle bulk and containerized shipments. At this stage, it is anticipated the port will be
operational by late 2025.

The island of Gt Inagua, identifying the proposed location of Windward City, and Gt Inagua’s strategic geographical location directly on Caribbean shipping routes.

Project benefits

The proposed transshipment facility is anticipated to deliver the following benefits:

  Activation of a currently inactive coastal site, and creation of infrastructure.

  An estimated capital investment of $200 million US dollars into the Bahamas economy.

  Construction of facilities and infrastructure to support maritime transport of containers and   bulk materials.

  Creation of over 200 jobs on the island, during construction.

  Creation of 180 permanent positions to support ongoing port operations.

  Increased support for the export of raw materials and in future, potential to expand in to manufacturing and processing.

  Reduced import and export costs to Haiti and Cuba, due to reduced shipping costs.

  Indirect jobs creation within industries supplying the port and associated mines with goods and services.

The following elements form the Development Application for the 2,211 Acre Primary Site:

> Deepwater Transshipment Facility
> Up to 500,000 sq. feet of multi-purpose warehousing
> Three Tank Farms (Gasoline, Diesel, Crude)
> Option for Refinery
> Maintenance Facility
> Security and Firefighting Facility
> Administration Offices
> Manufacturing and Processing Facilities

Assessment of environmental and marine impacts

Windward City Operations has engaged specialists to assess and understand if there are likely to be potential environmental impacts from the proposed port development. A summary of some of these studies and investigations is provided here.

Air quality and dust management

Considered: dust (unloading, bulk stockpiles, conveying, barge loading, barge transport, transshipment).

Noise

Considered: construction, vehicle movements, unloading, conveying, reclaim and barge loading.
Predicted noise levels at all receivers meet daytime and night-time regulatory noise limits.

Milestones / Road Map

 

Land and Marine environment

No threatened ecological communities likely to be impacted in the construction / operation zone.
Limited native vegetation clearance required.
Dredging. Piling and Wharf Wall Impact Study will be commissioned (2022)
Wild Life Impact Study will be commissioned (2022)

Historical Heritage

No historical sites within 5 miles of site location. Management Plan unexpected finds will be developed prior to start of on-site works.

Traffic

Considered: construction, operational road traffic, impacts of rail movements.
Predicted traffic generated by the project area during the construction and operational phase is low.

A 2-lane road connection will be established between the site, and the only center of population on the island, Mathewtown.

Stormwater and flooding

Surface water generated is retained on site – no discharges to the Caribbean.
Drainage complies with local planning requirements.

Development Reference Group meetings

Beginning in 2022, a Development Reference Group will be created to establish a conduit between community leaders, and the site owners. Independently facilitated, this group will meet regularly to guide and shape community engagement and communications activities. Keeping you updated

Once applications have been reviewed and approved by the relevant parties, activities on the site are likely to take place in a staged manner. We will continue to keep the local community and other interested stakeholders up to date with site works and progress.
